1) The Cyber Home Learning System for Primary
and Secondary Students is a project of the Ko-
rean Ministry of Education and Human Resourc-
es and Information Service on education and
research of Korea (KERIS). It is a national model
of innovative educational planning that inte-
grates government agencies, legislative bodies,
schools, parents and communities. It aims to
reduce the digital divide and attain the goals of
Education for All (EFA). Facilitating student ac-
cess to knowledge through new information and
communication technologies, both at school and
at home, this model could serve as an example
in other countries:
2) The eDegree Program in Lapland is aimed
at unemployed adults living in rural or remote
areas and depopulated. It was developed by
Kemi-Tornio Polytechnic, a pioneer in distance
education in Finland. Originally planned for Lap-
land, the project has rapidly spread throughout
the country. Its effectiveness has been proven
by the number of people who have succeeded in
completing their studies and work.
3) The Dedicated Civil Law-Teaching Website
for Arab Law Students from the School of Law,
University of Kuwait, was awarded an honor-
able mention. This model of using the Internet
to strengthen legal education has proved highly
effective. It has encouraged a number of law
schools in Arab countries to the Internet in the
service of education, making available a large
amount of quality information to law students.
Developed in a year and half, with funding, the
project shows that the use of ICT in education is
not necessarily a costly venture.
